WeHo may be barking up the wrong tree focusing on animal companions as individual beings, not as commercial goods in an effort to curb puppy mills and kitty factories by merely 'hoping' other districts will follow suit and ban pet sales as well. But what will this restriction really accomplish? Many people don't want shelter or rescue companions for reasons such as the potential poor health of the animals or simply to avoid the depressing experience of going to 'the pound.'
